Service-fee percentage fees on business processes

Business processes that charge a Service-fee as a percentage of the payment amount no longer fail after you start them. You can retrieve the process and see it progress to completion instead of a failed status.
- Fixed-amount service fees were unaffected; the failure only appeared when the fee was set to percentage.
