Paypal merchant ID in payment-method action state

When Paypal is enabled, the Payment-method action state now includes your PayPal merchant ID (merchantIdInPayPal) from product configuration, base64-encoded under the action id (same pattern as Paze).
- If PayPal is not enabled on the account, payment-method action state is unchanged.
