Jobs opt-in validation on campaign file uploads

E.164 is the standard phone number format for opt-in and campaign contacts. Jobs SMS and MMS campaign uploads now normalize numbers to E.164 before opt-in checks, so a contact that already opted in is less likely to fail with a missing opt-in error when the file and stored record used different digit shapes.

• Prefer E.164 in campaign files and opt-in records. Other formats still see mixed support; do not rely on every national or local variant matching an opt-in.
• When an opt-in exists for the same number after E.164 normalization, the campaign line no longer fails solely because the file wrote the number differently.
